You may be assigned to either Saturday or Sunday to take your test. The Department of Civil Service reserves the right to administer tests either online or with paper booklets and answer sheets. Minimum Qualifications:

On or before October 19, 2019, you must have:


Either A. a Bachelor's degree in Marketing, Advertising, Mass Communications,* or Business Administration AND eight years of professional, full time experience in marketing, advertising, and sales that included product development, retail field sales operations, marketing communications, or advertising and market research. Three years of the experience MUST be at a managerial level.


Or B. a Master's degree or higher AND seven years of professional, full time experience in marketing, advertising, and sales that included product development, retail field sales operations, marketing communications, or advertising and market research. Three years of the experience MUST be at a managerial level.


*For the purposes of this examination, Mass Communications is defined as advertising, public relations, or otherwise training students with specialization in how to create, distribute, and evaluate media messages in a strategic manner.


For Option A, only the degrees listed are qualifying.


If you expect to meet the educational requirements by June 30, 2020, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2020 may result in your removal from the eligible list.



Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.

The Position(s):

There is one (1) position at the New York State Gaming Commission in Schenectady only.



As the Director Lottery Marketing and Sales you would direct marketing and sales, prioritize efforts and create policies, and lead the strategic direction of Lottery marketing and sales programs to align with the Lottery's overarching strategic direction, including consumer engagement, brand development, product development and innovation, sales and distribution, retail and corporate initiatives, web/mobile/interactive activities, environmental scanning, emerging technologies, analytics and product and consumer research programs.


Subject of Examination:

There will be a written test which you must pass in order to be considered for appointment.


The written test is designed to test for knowledge, skills, and/or abilities in such areas as:


Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. This may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided.


Working and interacting with others - These questions test for knowledge of how to effectively approach work and maintain professional relationships with others in the workplace. Each question presents a situation and a number of possible approaches for handling it. Question topics may include working with supervisors and coworkers, interacting with members of the public, handling conflict, and managing workplace demands and priorities. The questions are not specific to any job title or place of work.


Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculatorfunction on your cell phone.


Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.


Understanding and applying administrative principles - These questions test for knowledge of how to effectively manage and direct an organization or an organizational segment. These questions cover such areas as developing objectives, formulating policies, making decisions, forecasting and planning, developing personnel, organizing and coordinating work, communicating information, providing leadership, and delegating authority and responsibility.
